David it would help if I knew which State you are in?
If you are in Victoria then the Road Safety Act 1986 dictates that only a Police Officer has the power to ask for a drivers license while the individual is in the vehicle. The Victorian Supreme Court has upheld that requirement.
The Commonwealth Constitution grants the power to State legislators to draft laws subject to the Commonwealth Constitution . Of course there are many State laws that exist today that defy the Commonwealth Constitution obligation. By placing the onus of proof upon those who make the allegation consistently until satisfied is the recommended course of action. The best way to do this is to request the evidence of the presumption that the council worker is empowered to take personal details the same as a sworn and trained Police officer under the Crown of the United Kingdom.
The only power that I am aware that the council employee has is to make a complaint to the local Police regarding the claim that the council worker maintains.
