reading page 30 -31 they say never accept that an offence occured. They need you to agree an offence occured. If they can’t get that then they have to deal with it in court.
On my previous post, not sure if they will simply setup a court date or you need to elect. I would get the hard copy of the ASF book if you don’t already have.
