the fine review would tend to be an act of judgement against you which on a judge can do. e.g. who ever writes back to you will tell you they determined it was valid or some wording to that effect.

you don’t say where you are. In W.A. for example the signing in law says that it must be done by someone from the premises you are visiting. They must provide someone to take down your details. This might apply in other states. I didn’t see anyone taking down people’s details anywhere.
