If the Fine shows no Code/rule number reference then just used their description of what
they are charging you with as it appears on the fine.
Don’t go the “living man” route unless you have been been to an advanced seminar
or done the home study course. As you have started the 3 step process see it thru to the end.
By the way, in your clarification letter, as they are already over the 28 days, give them
14 days to respond and then send the default letter if they don’t answer or if their
answer does not satisfy all the information you required from them.
