I must confess, the book is not 100% clear in some places. I am poring over pages 22 and 23 as I write this. What would be very useful is a simple flowchart or diagram that covers most of the possible decisions and letters that need to be made/sent.
In any case, I am now writing the Clarification Letter, though the template in the CD pertains to Speeding Fines, not Parking Fines, so I am not sure how much of it really applies to the same extent. E.g. references to Speed Measuring devices is irrelevant to a Parking Fine, so what is the equivalent for Parking Fines?
Do Parking Fines come down to questioning whether or not the photograph could have been tampered with?
