I believe that they are referring to the Victorian Act specifically, which is no surprise as Victoria is the Nanny State and the last 2 years have proven that beyond all reasonable doubt.
However I am looking at the NSW Constitution and it is coming up blank regarding the above.
I still don’t yet know how they are making this legal dependency/link.
