I’m fairly certain it is the Victorian version of the Act (1980) which they usually referred to. Looking into it, it also refers to the same historical enactments.
Page 42:
12. And several grants and promises made of fines and forfeitures, before any conviction or judgement against the persons, upon whom the same were to be levied. All which are utterly and directly contrary to the known laws and statutes, and freedom of this realm:

Under Australian Law full faith and credit must be given by states to laws of other states.. which is why it’s referred to.

I’m pointing out that AFAIK some states do not have acts incorporating this reference to fines and forfeitures but the acts of others states can still be relied upon.
