If that was in response to your notice of objection then use the clarification letter
and edit anything in it not consistent with your objection letter.
If not, then you might want to ask for the head of power to impose a fine outside of
being tried and found guilty by a Chapter III court as per the Constitution
and how they are not in breach of the “penalties before conviction” section of
the Imperial applications act and how does subordinate legislation
(Road Transport (General) Regulation 2021, schedule 5?) get the same
power as an enacted Act of the Parliament?
