During the radio show 308 the guys spoke to a letter from someone who was having problems with the Council Pool Inspections. Seems someone from the council jumped the fence, inspected the pool and then sent a bill.
Seems that under the consumer protection act unsolicited services don’t need to be paid for.
Perhaps this might apply to your situation. It seemed to be council policy.. which might only apply to council employee’s?
