I had a thought a few days ago in regards to the National Measurements Act s10, in that TIME is a measurement and that too needs to be certified. The kicker is that time is a construct of man based upon ever changing conditions. Good luck on any prosecutor or adversary proving that time exists, let alone getting a value certified.
