No, the National Measurement Act ONLY applies to measurement of PHYSICAL quantities. Time is not a physical quantity. However, having said that, “speed” is a function of distance (which IS a physical quantity) over time, so, therefore, any device that measures ‘speed’, must comply with the NMA.
