I believe that both offices can be represented by any Commonwealth official with the seniority and authority to handle the matter, like a Government Minister or Senior Department Head.

For example, in Administrative Appeals Tribunal (AAT) hearings The respondent will be the ‘Secretary of the Commonwealth of Australia’ but the person who appears will be the Secretary of whichever department has responsibility for the matter which is being appealed (or a person delegated by him/her to represent the department involved).
